金門國家公園傳統聚落之調查研究:從使用管理維護的觀點提出細部計畫-以珠山、歐厝為例
「金門國家公園」自民國八十四年成立以來,依據《國家公園法》的精神,保育了特有的自然及文化資產,並供國民研究、教育與遊憩;特別是在台灣地區所設立的其他五座國家公園,皆是以自然生態保育為主體,「金門國家公園」是首座以統聚落、人文史蹟為主的國家公園,具有重要的指標性意義。
本研究以珠山、歐厝聚落為例,藉由聚落行為的研究,嚐試建議一套可行的傳統聚落自我管理機制,並著重要日常維護工作及緊急處理的應變作法的提出,如建物的日常檢查及預防、天災所造成的破壞與搶救等。同時,進一步透過民眾參與的過程,以社區營造之理念制定細部計畫,如土地使用分區、公共設施計畫、產業振興計畫等,有效地落實地方永續發展。
Abstract
The kinmen National Park (KMNP) established in 1995.Following the spirits of The Laws of National Park, KMNP conserves special natural and cultural properties, and provides for research, education and tourism. There are six national parks in Taiwan now, but most of national parks are famous for natural and ecological characters. KMNP is the only and the first national park for its preservation of traditional settlements and historic site.
In the case of Chu-shan and Ou-tsuo, this research will to study the behaviors of traditional settlements (including behaviors of everyday life and tourism), and to suggest a set of institution of self-management in traditional settlements. Then, we will put forward some ways of ways everyday maintenance and emergent deals, for examples everyday check and preventive measures, rescuing works of destroying of natural calamity. Through this research’s achievement, we can compile the handbook of management further. In future, using the presentations of diagram that we will to provide inhabitants and community organization with self-observation and maintenance of historical buildings. In another level, this handbook may be a checklist for KMNP to give inhabitants some guidance in preservation and management. Finally, we will use this concept and theory to practice the detail planning project for the sustainable development of traditional settlement.
