金門國家公園社區優質遊憩環境總體營造--以水頭為例案
在金門縣水頭社區中,不但擁有傳統的閩南式二落大厝,身居為“僑鄉”之首,同時也擁有最豐富的洋樓建築,更重要的是這些有形文化資產背後所隱涵的背景故事,更是無形的文化資產,水頭同時也是金門小三通的重要港埠,與烈嶼之聯繫也都由此地進出,這種特殊的地理位置,也形塑了水頭重要的交通樞紐地位。
近年來,金門國家公園管理處,不遺餘力地經營區域民宿,頗見成效,惟民宿產業尚不足以帶動水頭地區整體產業之振興,因此本研究透過駐地工作站深入社區,進行社區總體營造,整個工作分為三個階段,第一階段為駐地的訪問與調查,第二階段則為社區培力課程,第三階段則包含各項的社區活動,六個月的初步規劃工作,具體的工作成果包含:
(1)常態性經營:規劃團隊透過參與式訪談,對社區資源進行深度體認,進行整合資源以塑造一個整體構思。
(2)長期性經營,如:社區培力課程;社造經驗分享;志工導覽訓練;社區公約之制訂;創造文化創意產業;操作數位行銷。
(3)主體活動設計;包含聚落建築導覽;南洋美食之旅;人文空間改造等。
相信透過以上社區資源的指認,培力工作開展,遊憩活動之設計,將可以為水頭社區優質遊憩環境總體營造開創新的局面,以俾利未來的發展。

Abstract
In the Shui Tou community of Kinmen County, there are traditional Fukien (Minnan) courtyard house compound, in which many immigrants from other provinces dwell. Moreover, Shuitou community also has the most abundant Western architectures. What’s most important is the background stories hidden behind these tangible cultural heritages are intangible cultural heritages. Shuitou is also an important harbor of the Kinmen Mini-three-links transit services, and the connection with Lieyu also has to go pass this area. This type of special geographical location formed an important traffic center of Shui Tou.
In recent years, the Kinmen National Park Office spared no efforts in operating local home stay, which achieved distinguished results. However, the home stay business is yet insufficient in bringing about the prosperity of the entire tourism industry. Therefore, research is carried out by going deep into the community through local workstations in order to proceed to overall the community empowering. The community development is divided into three stages: the first stage is local interviews and investigations; the second stage is the community training courses; the third includes various community activities. The specific achievements of the six months of preliminary planning work include:
(1) normalized operation: in order to mold an overall idea, the planning organization integrates resources though interviews and profound appreciation and cognition towards community resources;
(2) long-term operation: community training courses, community empowering experiment sharing, volunteer tour guide training, community agreement establishment, creating cultural creative industry and operating digital marketing;
(3) design of theme activities: tour of the village architectures, Southeast Asia cuisine, and cultural space reconstruction etc. By pointing out and confirming the community resources mentioned above, training work is developed and recreation activities are designed.
By doing so, the recreation environment of the entire Shui Tou community is constructed, thereby starting new prospects, which is advantageous to future development.
