金門國家公園傳統建築活化利用案例與維護補助研究

金門因為地理位置及長年軍事重鎮的特殊性,蘊含了豐富的歷史與人文景觀,尤其在於保有完整歷史風貌之傳統聚落。由於傳統建築歷經歲月的洗禮,維護與保養不易,傳統空間形式及老舊設備無法滿足現代人對日常生活的需求,以致於降低民眾保存傳統建築之意願。本研究之目的,便是藉由傳統建築室內活化利用之手法,獎勵並提高民眾保存傳統建築意願,達到保存傳統聚落風貌為最終目的。

本研究進行的方式:經由田野調查之結果分析出目前傳統建築在空間及設備使用上的問題,並進一步根據金門現地人文、氣候、與物理環境研擬實際改善對策之建議;其次研擬經費補助辦法,將傳統建築室內空間活化利用之補助方案,納入現行傳統建築修復經費補助之機制內,提出相關之申請辦法、表格、工程項目、及審查辦法。最後藉由「歐厝5號」及「瓊林25號」兩傳統建築修復案例實地進行室內活化利用之設計,提出設計圖說與工程預算。

Abstract

As a military base and its geographic location, Kinmen is not only unique in its abundant historical and cultural resources, but traditional villages in this island are able to be preserved well. Due to the normal aging process, however, original appearances of these traditional houses in Kinmen are difficult to maintain. The willingness of preserving traditional housing diminished further due to the traditional spacing and obsolete facilities do not meet the needs of daily living of residents.

The purpose of the research is to preserve traditional housing by renovating the interior spacing, facilities, and to provide compensation to the owners of the houses. The ultimate goal is the preservation of traditional villages in Kinmen through improving living circumstances of the residents.

First of all, problems of utilizing spaces and facilities of present traditional houses were identified through field trips. Possible resolutions were deliberated according to the unique culture, climate, and physical environment of Kinmen.

Second, the regulation of financial subsidy was conducted. The renovation of traditional houses in Kinmen would be included into the financial budget of the mechanism of present traditional housing renovation. Relevant applications, forms, items of constructions, and investigation should be proposed.

Finally, the blue print of design and the estimated budget of the construction were proposed according to living examples of activation and renovation of "Outso No. 5" and "Chiung-lin No. 25."
